Overview

Authorizing or certifying members on PS:One tools and machines is an essential part of the safe operation of PS:One. On some machines and in some areas, authorization has become a bottleneck. While area hosts coordinate authorizations for the machines in their areas, they should not be solely or mostly responsible for performing them. Delegating authorizations is necessary to avoid area host burnout. There is a need for PS:One members to step up and help ensure quality authorizations; in the case of the most popular tools, it would be best if a larger number of members helped out. This vote proposes a standard automatic bounty for authorizations as a way to encourage more people to take the time to do them - and hopefully to do them well.

The previous policy included authorizations under classes, with members able to collect an automatic member point only if 5 or more people showed up. For many machines, smaller class sizes work better, and authorizations can reflect a significant investment of effort on the part of the authorizer. Under the old policy, a member taking three hours to authorize 1 person on a complex tool would not automatically earn a member point, while a member taking 20 minutes to authorize 6 people on a less complex tool would. The proposed policy is based on time, not people, as a way to quantify effort.

The member points policy for classes also has problems. In most cases it takes just as much time to prepare for a class and teach it if only one person shows up than it does if five people show up. We want to encourage a diverse calendar of events, so if a member goes through the effort of preparing for and scheduling a class, then that person should be rewarded automatically.

The previous policy also included automatic awards of Points for bringing in donations. This was very infrequently used, and while it hasn't resulted in problems so far, it has the potential for troubling complications. Establishing the value of non-cash donations to determine how many points to award can be subjective. Donations often can have strings attached, and, in the case of physical equipment, take up finite space. It would be best if people soliciting donations for PS:One do so objectively without any element of personal gain.

Last, common consensus is that policies relating to day to day operations do not belong in the Bylaws. This vote follows in the precedent of removing language from the Bylaws and replacing it with a member-enacted policy.
