exemptions

why do we need exemptions if there are unrestricted days? seems much simpler to remove the exemption mechanism altogether & just have any unvaccinated people, regardless of the reason, come in on unrestricted days

also, the synopsis mentions religious exemptions but the amended language does not, as far as i can tell. is it intended to?
