Quite a few people have said that they want both the membership to run the space, and also want the BoD to have the ability to protect it quickly.  If the BoD can create temporary policies than need to be validated by a membership vote later, that seems to satisfy both of these interests.

Background

There has been an idea going around that the Board of Directors can create policy if it can be intended to fulfill the health of the organization.

Under the section: bylaws#Issues Proper for a Vote of the Directors

There is a specific line:

    to fulfill any obligations to ensure the health of the organization.

Language

Policies may be set by the board of directors via a Board vote, so long as the policy expires 3 weeks after the Board votes on the policies.

All policies voted on and passed by the BoD automatically become vote proposals for the membership to vote on to confirm. At least one week must be allowed for the policy to be adjusted. After that week, normal membership voting rules apply.

If the vote to confirm is held, and quorum is not reached, the temporary policy is automatically extended by a week, and another vote to confirm is held. If quorum is again not reached, the process repeats until a vote to confirm is held and quorum is reached.
