Background
I have never seen the membership and the board as two distinct groups.
As they are written, if a non-board member of the organization wanted to work on insurance compliance, I would be inclined to encourage them.
The following 3 pages could be seen as an obstacle to that.
Member's serving on the board generally ensure insurance obligations are being fulfilled. However, anyone who wants to work on insurance compliance should be able too, and is strongly encouraged to work with other member's already working on the issues.
