::::Why convolute the budget with non binding fluff. Couldn't the same be accomplished with a wiki page? Something like... "Equipment Vote Goals for 2015" People could discuss and start volunteering to write up votes and do research and so on. I just don't like fluff in a budget. Makes it too easy to miss things because TL;DR.
