You do not have permission to create Flow boards in any location, for the following reason:
The action you have requested is limited to users in one of the groups: Administrators, Flow bots.
:::: Part accurate, part my mistake. You do need to be an [https://wiki.pumpingstationone.org/index.php?title=Special:ListUsers&group=Domain+Admins admin] but you are an admin. I had it configured for the pre-ldap admins on accident
