It appears that the vote may have taken place on October 20, 2009, but the minutes for that meeting are blank ([[Meeting Notes 10-20-2009]]) as well as the corresponding board of directors meeting ([[Board Meeting Notes 10-20-2009]])  but the following board meeting reports that someone had dropped down to the Starving Hacker rate so there must have been a vote, and this change must have been ratified ([[Board Meeting Notes 10-27-2009]]).
