Budget Timeline

The language does not specify the time frame the budget is for. Is this a annual budget. I would like the text updated to state this. Simply injecting the word 'annual' would be fine.

The 2013 budget vote says:

The board and area hosts are authorized to spend money from the general fund up to the amounts specified in the budget for the 2013 fiscal year. This authorization is retroactive as of January 1, and it replaces the existing area host budget for 2013.

The board is also authorized to spend money from the general fund for any special projects that are properly approved by a membership vote. They may exercise this power at any time after the original approval, provided that....

So my interpretation is that the budget is tied to the 2013 fiscal year, but special projects stay on the list until either the Board votes to start them or the membership votes to remove them from the list, even if they span across years. Otherwise the Board couldn't really start a project in December. Special projects have no time limit because they are not budget line items.

Once the Board votes to kick off the special project, there is no required timeline to complete it. But does this matter? The funds stay around until the money is spent. Given that this is a small amount, does it really matter if there isn't a timeline?
