If not, one should be, e.g. the Board has discretion to increase this by 20% to cover increases to costs billed. Otherwise, something unexpected causes the ridiculousness of having to increase something by $12.50 with a member vote. Or, alternately, the language could be modified so it is clear that the policy granting the Board the power to pay contractually required expenditures trumps the budget. Comcast raised the rate $5 a month?
