It appears that the vote may have taken place on October 20, 2009, but the minutes for that meeting are blank [[Meeting Notes 10-20-2009]] as well as the corresponding board of directors meeting [[Board Meeting Notes 10-20-2009]] but the following board meeting reports that someone had dropped down to the Starving Hacker rate so there must have been a vote, and this change must have been ratified [[Board Meeting Notes 10-27-2009]].
