If it's someone I don't know, I'll encourage them to call their friend, and extend the same offer to let them hang out with me if I'm working in the lounge or electronics lab. I've definitely told people 'sorry, you'll have to wait outside for your friend' in the past - no one wants to be the gatekeeper, but you are absolutely not obligated to let anyone into the building who isn't a member or in the company of a member.
