As of 1/17/2017 there appears to be an issue with Repetier where the server has to be stopped after boot or the COM port will be blocked. It can be disabled by going to the start menu and finding "Stop Server" for Repetier, but you may need admin credentials to override it. I'm looking into disabling this behavior.
