If not, one should be, e.g. the Board has discretion to increase this by 20% to cover increases to costs billed. Otherwise, something unexpected causes the ridiculousness of having to increase something by $12.50 with a member vote. Or, alternately, the language could be modified so it is clear that the policy granting the Board the power to pay contractually required expenditures trumps the budget.
