So my interpretation is that the budget is tied to the 2013  fiscal year,  but special projects stay on the list until either the Board votes to start them or the membership votes to remove them from the list, even if they span across years. Otherwise  the Board couldn't really start a project in December. Special projects have no time limit because they are not budget line items.

Once the Board votes to kick off the special project,  there is no required timeline to complete it. But does this matter? The funds stay around until the money is spent. Given that this is a small amount, does it really matter if there isn't a timeline?
