I think purchase votes should have a price cap.  You can set the cap above the price to account for unexpected fees.  Also, do we expect we'll have to purchase more Windows licenses for similar reasons?

I don't want to get into meta vote policy, but the expected cost of a license is $140.  Additional copies of windows would be beyond the scope or interest of this vote.

This may not be necessary any more, Microsoft is apparently providing qualified nfps with copies of windows 8.1 for free (assuming that works for the intended computer)
