Price Cap and Other Computers Needing Windows
I think purchase votes should have a price cap. You can set the cap above the price to account for unexpected fees. Also, do we expect we'll have to purchase more Windows licenses for similar reasons?

I don't want to get into meta vote policy, but the expected cost of a license is $140. Additional copies of windows would be beyond the scope or interest of this vote.

Still Required?
This may not be necessary any more, Microsoft is apparently providing qualified nfps with copies of windows 8.1 for free (assuming that works for the intended computer)

PS:1 is not currently a non-profit, at least not with the federal government. This prevents us from qualifying for Microsoft's non profit discounts.

State of Things
The vote has passed, JP removed the license from the current install. The plan is that I install the new windows tomorrow, and then JP re activates the license. --Hef (talk) 23:34, 18 November 2013 (CST)
