Background
The membership and the board are not two distinct groups.
If a non-board member of the organization wanted to work on insurance compliance, I would be inclined to encourage them.
The following 3 pages could be seen as an obstacle to that.
Members serving on the board generally ensure insurance obligations are being fulfilled. However, anyone who wants to work on insurance compliance should be able to, and is strongly encouraged to work with other members already working on the issues.
