This equipment needs the requirements for certification expanded.
- optional: set of projects that a newly certified user should go try out, to see how their skills are
- set of safety rules
- set of things that the certified person should do and be observed to do right
- Could be as simple as a detailed outline to cover during certification
Every instance of "certification" should be updated to read "authorization."
